Salamence incident was that while it was a random freak accident, it was also "Ruby's fault" as much as possible. Ruby's supposed to go through the RS arc treating his father and people like Sapphire like shit, only to realize Ruby himself was
possibly the "reason their lives were ruined" in the first place to make them end up the way they did (at least from Ruby's already warped perspective). It's the only sort of last minute recontextualizing realization that could possibly justify how hilariously fast Ruby's character changes. But now after the retcon the
salamence incident is just "lmao Zinnia did it, Kusaka used his Celebi to see the future again!!!1!" and Ruby can defer even more responsibility for that too. It undermines his whole arc that was literally about taking responsibility.
But if Kusaka never made the link between the
random Salamence in RS and Zinnia's ORAS Salamence and retconned it, people would harass him for "missing the opportunity" and being Kusaka around the ORAS era during TPC's enshittification there was no winning for him either way. He probably just gave up and caved into shitting out an arc that felt like it was ghostwritten by both execs and actual schizophrenics. Not to mention his Celebi has long stopped working, so was the retcon even worth it?
