The problem was that the dragons overwhelmingly had cracked BST, and were given a 120 bp "drawbackless" attack they could spam with very little real risk.
Even when Dragon was "good", Dragon shitters like Altaria weren't magically good. Dragon being good was more that Dragon types happened to be good, moreso than the type really doing that much for them. It wasn't a BAD type, it wasn't hurting, but it wasn't overpowered.
Nobody forced Gamefreak to make all the pseudos dragons, buff Outrage to 120, and slap Dragon Dance on damn near anything with scales. And the dragons that were good before the type was shat on are largely still good, pretty much the only changes were mid dragons like Flygon and Kingdra getting fucked, and shit dragons becoming never-ever.
The biggest impact on the good dragons wasn't the Fairy type, it was them getting powercrept to fuck by other, new things. Garchomp doesn't give a fuck about the Fairy type, it gives a serious fuck about Great Tusk existing.
