Hence they never make it impossible to use any Pokémon, even if using some Pokémon would be more difficult than others. They had some problems with this in the earlier games, like how in gen 1 NPC Trainers have infinite PP or how Struggle is not Typeless, issues that are resolved over time as they made new games.
They make it so that every Pokémon, in at least one Form can beat a main game.
