I imagine most people, including myself, simply didn't pay a lot of attention to Simipour when we played the games the first time. So fanart like this generally goes with the misconception of her having her eyes closed, which feeds the idea around even moreso.

She has no pupils like how the Hyuuga in Naruto don't. White eyes like that are also generally meant to symbolize blindness, which goes with the "See no Evil" part of her theme.
