A media's success comes from its ability to draw audience to watch it. Ashnime last 26 years because Ash managed to develop a huge fanbase that wanted him to win the Pokémon league from the very first episode, not because it had a story. Therefore it doesn't matter if those characters play any purpose in the story as long as they draw their fanbase to watch the series.
