I know from experience that this is possible.And finally, there's the fact that he's canonically "clean" (as per the ORAS settei file, though his personality in-game makes it obvious), so he probably takes measures to ensure that he stays as dry and clean as possible. He definitely kept that in mind while developing his uniform. Likely showers at least twice a day: before putting on his work clothes and before going to sleep; probably more.
I would place him between the "moderately sweaty" and "lightly sweaty" tiers, solely because he works in particularly hot environments. If it weren't for that, he'd be somewehere between the two lowest tiers.

Unfortunately, while I had amazing luck that day, the next day the game started to fuck me over again, and this continued until the very last minute of the event. I was only able to record 4 languages: English, Japanese, Spanish and French. But I might still edit and upload that.
