It's considerably better than regular. Dragon/Steel is a much better typing than pure Dragon. It's still not all that great of a pokemon, though.

Its really damn annoying seeing this stupidly good special defense stat just going to waste due to it not being able to reliably recover. Hydration is risky due to rain not being permanent and needing to watch out for other weather setters, so having recover, even with its PP nerf, would go a long way.
