1. We don't know her age, she might be an adult considering all of the Explorers are, bar Amethio who is there because of nepotism
2. A sexualized young character is more appropriate for a kids show then a sexualized adult character because then at least they would feel attracted to a peer and not to an adult which would make them more susceptible to grooming and such
