If you remember the Felt Grey Hat Pikachu, it was the same when they put in limits. The first drop was one card per product bought, and people bought out the entire stock and all promos within 15 minutes. The second drop had a 1 card per order limit, and suddenly it was around for around 4-5 hours because the scalpers got gimped.
With the new measures apparently preventing multiple orders from the same billing address, scalpers are fucked unless they enlist friends and family
