Baby Pokemon only exist because one guy randomly decided Gen 2 needed a bunch of moeblobs to appeal to women and little girls because the pure testosterone oozing from Meganium, Jumpluff, and Corsola might scare them away. Now clearly, there's nothing wrong with this, but when your only thought is "make cute thing" without giving a shit how it actually fits into anything, you get stupidity like Jigglypuff getting a baby while Kangaskan doesn't. It's like how Megas only focus was "make broken shillmons even more broken, pandering to KANTOOOOO and dick sucking CHARIZARD".
Pic related illustrates one of your issues with "baby" Pokemon. So many first stages invoke baby/child imagery, and some are flat out based on larva yet those are sexually mature somehow.

Though my headcanon was the the incense slow the development of pokemon in the egg so they come out as preemies though I suppose babies being the result of trainers intentionally putting the health of pokemon at risk for the sake of cuteness isn't the best endorsement for babies.
