Red and Blue houses are actually two sided and those npcs live in the half with the door in the north.

The player can enter because they locked the door when they leave home.

The buldings that are featured in each city are what is relevent to Red. Pallet Town isn't just 3 buldings but those 3 buildings are the only 3 relevent to Red.

The size of cities in Pokemon games is reletive to each other. Pallet Town is a tiny beach community, Saffron is a major metropolis, etc.

We had full scale towns in Elder Scrolls: Dagerfall and discovered how bad of an idea that was for RPGs. That was also on significantly more powerful hardware than the Gameboy.
