They made a game, to be in stores 9/99, and had to order cartridges several months in advance. If they were working on the game until the last possible minute, they would have had to estimate the cartridge size they needed by looking at the game they had, the content left to be implemented, and their ability to compress the ROM. It then turned out that they were not capable of compressing the ROM to fit their ordered carts, but they couldn't just change the order at the last second. This isn't a time delay, the game was completed. They would already have shrunk areas to get the ROM within the estimated range, which was beyond their capability to compress further. That's where Iwata came in, again, to get the game to FIT in the SPACE on the ordered cartridges.
>>57813787Well think about it, if Game Freak was paying for the cartridges themselves, even at a discounted rate, they were still an actual small indie company at the time, Pokemon bucks were all they had. If Nintendo were fronting the carts for free, why would they waste money making a cart far larger than the specs they were given?
