Humans are not a species of Pokémon. They are considered a separate thing to Pokémon, as there's aspects that all Pokémon have which humans lack. It's kind of strange really from an in-universe perspective, but that's likely why both humans and Pokémon used to think they were the same thing in the past, only to realise that's not the case.

"Mouse" is a generic term for Pokemon with similar features. Pikachu is the electric mouse, ratatta the normal mouse, marill the water mouse, etc.

There are beta sprites for a chameleon Pokemon that was planned but cut early on. It's similar to how Umbreon's dex mentions it being poisonous because it was originally planned to be Poison type.

It depends on how you view the many interpretations of creation mythos.
Either Arceus specifically made them different to see what would happen, or they used to be of the same ilk as Pokemon, but slowly diverged away from their roots and into an entirely new classification, an anomaly in a universe, multiverse even, that's completely dominated by the commonality of lifeforms that can be considered Pokemon.
