Black and White was the last time they weren't rushed for an international release by Christmas or had Nintendo America/Europe vetoing things still in production. The shorter period between BW2 Japanese and international release starts showing the cracks with all the bugs that usually got caught by Japanese players.

No, they were just the last games in the series where people had their expectations met in some regard. Most of the time people don't like Pokemon games which have had the same formula for decades because there's an expectation from a previous game that doesn't make it into the new games.

B2W2 definitely is. BW is controversial for its limited pokedex and reliance on narrative, should still be played for the Memory Link feature though.
