After seeing this image passed around quite a few times, and being confused every time, I think I have maybe an idea what they are trying to say.

I think they mean that Sprig is slightly cross eyed in this art. Either the pupils and irises or the entire eye altogether is at a noticeably different angle than the other when you really focus on the details of Sprig's face.

After looking again it could be the leaf behind the eyes too. Anyway I think they're talking about Sprigatito's face being off center in one way or another.

Meh. The design is just kind of whatever. I just find Sprigatto design lacking compared to the other feline Pokemon. Glameow, Skitty, and Meowth are just better imo.

Sprigatto is a starter cat Pokemon, so it's going to be incredibly popular no matter what.

Even if that's the case (is it even true?) I thought it looks normal. Things being a little cross eyed is cute, right? I mean, cute animals anyway. There are cute asian girls who are a little cross eyed (kinda the same way people might be pigeon toed) and it's kinda cute there too.
