But in the same story and from the statements of the Earth plate and Flame plate it states that the giants of each type were beaten down into plate. All of them except for the Normal plate, which is held by Regigigas in Arceus Legends.
People want to act like non-pokemon can't become pokemon. Aus become Arceus as an avatar. The shadow of Aus eventually became Giratina. The beaten down husk of the cosmic egg giants got beaten down into plates and Regigigas.
Regigigas was cursed (which is Japanese pun for 'slow', see the move 'curse' for context) to carry the continents as punishment for its rebellion. Regigigas is rebuilding its dead giant brothers from physical material.
Its also why Regigigas is the only pokemon capable of giving life to earthly material outside of Arceus.
