I’d replace Pineco with Ariados or the base stages of Ledyba and Spinarak with U-Turn.
Whitney should have her vanilla team. Of course she’d want a Clefairy, she’s all about cute things and being a secondary. Maybe even add a Jigglypuff. Chuck should also keep his vanilla team.
I’d replace Jasmine’s Magneton with Skarmory
I’d replace Clair’s Dragonair with a Gyarados. Her 3 Dragonairs were basically representing the 3 elemental stronger attacks so Gyarados should take the water/ice one, Pupitar Thunder and the remaining Dragonair Fire Blast
I think possibly Cloyster or Shellder would be a good for Pryce, maybe a Delibird with TM moves but that’s just thoughtless romhack tier.
Replace one of Will’s Xatu with a Slowking and give Karen a Honchkrow and Weavile to replace her Vileplume. Give Lance a Tyranitar to replace one of his Dragonite.
Rival should get a Magnezone and Weavile by Kanto. Also make it so the Power Plant evolves Magneton and Nosepass, while Ilex+Viridian Forest and IcePath+Seafoam get a Leafeon and
Glaceon evolution. Sinnoh stones and trade eco items should be more reasonably available.
As for pkmn distribution.
