No, it's proof that Weavile originates from Johto, just like its pre-evolutiion. It's just that the Razor Claw didn't debut until DP, so we didn't get a chance to evolve our Sneasel into Weavile until those games.
But HGSS retroactively applied Weavile's existence as a result, and at no point does any character or Pokedex entry mention Weavile was "first discovered" in Sinnoh or that only Sneasel from Sinnoh can evolve into Weavile.

This isn't a case like Zigzagoon where later lore reveals Galarian Zigzagoon is actually TRUE goon, and that the one we've seen in other regions is the foreign offshoot, they make it very clear that Weavile is a JOHTO Pokemon by virtue of it NOT EXISTING IN EARLY SINNOH without LITERAL SPACETIME DISTORTIONS pulling it in from the future, just like how Porygon is inexplicably pulled into the age of Hisui for the sake of Porygon-Z, alongside all of DP's other debuts in the game.
