SV was a new Gen pair, L: Z-A's a mid-Gen release, not even claiming to have new pokémon or forms. It's also tied heavily to the new console, to the point they delayed it a full year, because Nintendo delayed the console till this year.
I will point out the retardation of thinking they're ONLY putting the existing megas in and not actually creating a few more, to drive toy sales beyond the pre-existing shit. This is how Game Freak support TPC - make new shit to make plushes out of.
