It's because they're worried Porygon will remind people of the episode. I doubt anyone actually cares anymore, but they've gone so long without using Porygon that people would instantly call attention to it if they used him again.
The irony is that the "seizure incident" wasn't even a thing. Only about 7 kids actually had seizures. The other 500 were just kids whose moms saw reports about it on TV, went "oh no, MY kid watched that show!", and rushed them to the hospital in a panic because they were feeling a bit tired that day. Most of the kids taken to the hospital were admitted over an hour after the episode was done airing, so they wouldn't even be having effects at that point.
