It's not farfetched to think as the primary source of Pokemon's income, TPC and Nintendo have a shared interest in making sure Pokemon remains a machine that can CONSTANTLY churn out quantity over quality, because the loyal drones will eat it up unconditionally.
Why do you think that, instead of solving the scalper problem, they just made TCG Pocket to appease the normalfags by offering them a way to engage with the TCG that can't be scalped, while still allowing scalpers to continue completely and totally buying out all physical stock because a sale is a sale, no matter who buys?
