Its reputation has become so anticipated and infamous that just sliding it into some screentime-character's team will inevitably have fans roaring with cries, and people will be reminded of Electric Soldier Porygon. It doesn't even matter if it shows up in a completely unrelated context, they allowed it to become known as THE Pokemon who cannot be shown by keeping it on the bench for so long, it's no longer able to be slipped in
Their best chance to slip it into some screentime-character's team like nothing was unusual was Gen 4 when Porygon-Z was introduced, maybe Gen 5 if they were nervous (but given that season went extra hard on shilling its own mons outside the odd Kanto, probably not). It doesn't matter how much time's passed, modern Pokemon wants to be squeaky clean with no controversy whatsoever, and being reminded of their earliest gaff - being indirectly responsible for a fucking shift in the anime industry regarding lighting safety - goes against what they want to be now. Porygon's existence is a small sacrifice to maintaining their brand as the Disney of video games. Especially in CURRENT YEAR+10 with twitter bloodhounds waiting to destroy things to make themselves feel good.
