It's subjective what Pokémon one considers filler. So don't really feel any Pokémon is objectively filler. Some Pokémon didn't need a pre-evo, but it's nice to have anyway.

GF had a good idea with baby Pokemon in Gen 2, it just ended up being poorly implemented. Having baby Pokemon early on on your journey could've allowed you to gain access to strong Pokemon sooner that would be typically found late game - as long as you put in the work.

Its a shame HGSS didn't have the odd egg. In the unlikely even Johto gets another game, it should return. In fact, I'd like there to be two of them, one earlier with Pichu, Cleffa, Iggy, and the Goldenrod one having Smoochum, Elekid, Magby. Tyroggue would at at the Mt Mortar but no longer locked behind Waterfall.

How many times have you found a shiny from the odd egg? I think Pichu and Tyrouge are the only two I've yet to find a shiny of.

Of the requirements to being a Baby Pokémon, the one that makes them most different from other NFE Pokémon is not being able to breed. So children count too. Basically representing the age-range of before being able to reproduce. Just with species instead of age.

But then why is Riolu considered a child that's unable to breed, while tons of other basic stage Pokemon can breed just fine? At least with some baby Pokemon, they really look babyish, but Riolu doesn't look exceptionally young.

I guess the big issue with baby pokemon is that, for the most part they don't have an in-game reason for existing. Like I think the idea was originally that they get access to moves that the evolved form doesn't. Like pichu with sweet kiss or Volt Tackle. But as time's gone on and learning moves has been easier I feel like that aspect has fallen to the wayside. Especially since you can just breed pokemon to have good moves even without a baby form.

Because as said already by others in this thread. Game Freak had the idea of Baby Pokémon, but didn't put in enough effort or care to implement the idea right. So we have plenty of Pokémon who are a good fit to have a pre-evo or be a Baby Pokémon but aren't. So as a result there's only actual 19 Baby Pokémon, the ones this thread's OP gif shows.

I hatched a Cleffa from the Odd Egg in Crystal Legacy and to my absolute shock, it had 15DVs in EVERY STAT. This is the strongest possible Cleffa. The odds of this happening (if my math is correct) is 1 in 65,536. That's eight times rarer than finding a shiny in generation 2.

A lot of people dont realize it, but in gen 2 quagsire, donphan, and ursaring can be found on kanto but not their first evolutions. Making them baby pokemon in that region. I think in crystal you can trade with someone in kanto for an xatu so if you count that natu would also be a baby.

If you were an NPC in Kanto during Gen 2, you could technically aquire Donphan, Quagsire, Ursaring, and Xatu. But not their first evolutions unless you bred and hatched them from an egg.
And based off their small infantile designs, they too are in a way baby pokemon.

on one hand, it gives a certain gen a degree of freshness without becoming overly bogged down everything from the previous gens included
on the other hand, it sucks to see concepts often abandoned or severely cut back with each new game, only to be replaced with something new that won't get the attention/development it deserves before being cut for the next game
