It really is pretty rare and only happens to people who are epileptic. Epilepsy is a different wiring of the brain. The pokemon incident was more a mass hysteria event. It affected some people for real, but snowballed into hypochondria.

Not only is there the seizure thing, but also the Porygon line is just kinda hard to include in the anime, it's a man-made Pokemon and there's not much indication they're mass-produced.
They'd pretty much have to write a whole episode around it, and the fact it evolves via very specific items means any future episode that shows one evolving would have to be a special episode too.
All this means it'd have to be owned by a main character, and it'd have to be an important enough Porygon to justify all the attention, maybe some future MC's ace.
