It would make sense for your Pokemon to never learn "anything good" through level up and you would need to actively teach your mons how to actually functionally utilize their true potential. TMs being one-use never made sense to begin with, especially if they were intended to be discs instead of something that would be copy-only data
But nowadays instead we just have every Pokemon learning their 100 bp signature move at level 1 or evolution
