It's more obvious from the design sketch, but she's wearing a black sarashi. That's a "bra" or "undershirt" made out of wrapped bandages worn under a kimono. The joke is that she constantly looks like she was wearing something heavier before, but took it off because she got too hot.

Although I agree her original design was silly, she also shouldn't be wearing a kimono because she's supposed to be Ainu. Matanpushi was the ceremonial Ainu garb prior to Japanification. it has a particular cut and embroidery style to it that's very different to mainland Japanese textile.

Hilariously, pic related is responsible for Japan's modern cultural awareness of the Ainu people. She was so popular that it caused people to start researching the Ainu, which lead to a lot of the Ainu cultural promotion groups to get a HUGE boost in visibility and donations. This sudden influx of funding is pretty much the only reason they were able to get the 1997 Ainu Culture Promotion Act to pass (which was what got Ainu culture added to the things required to be taught in schools).

The "ainu metaphor" only goes as far as them being the native people of the land Sinnoh is based on. Gamefreak obviously didn't want to step into the realm of political commentary, so it kind of stops there. They don't have much resemblance otherwise.

We absolutely had a period in the 80s and 90s where they were included a lot in media in an attempt to educate (even stuff like Pepper Ann had PSA episodes about taking the time to learn about native culture instead of stereotyping). The issue is just that political correctness warped to the point where you're walking on eggshells anytime you try to depict natives, so nobody wants to try anymore.

If they have a certain theme then so be it but the Japanese creators don't care so much about it. tbf I feel the joke kind of misses its mark as pokemon as a series has never really cared to much about characters being underdressed for the weather. Looking at diamond/pearl you had Dawn and Candice running around in thick snow with bare legs and it never being brought to attention. Yes I know they are based off of Hokkaidan schoolgirls the point still stands that bare skin cold tolerance was not really portrayed as out of place. And meanwhile in LA while the other clan members are certainly dressed more for the cold it still amounts mostly to just having a jacket, it isn't like they are wearing full parkas.

Since Gen 7 at the very least, the basic expressions and designs of several characters has given me a negative impression on characters. Lillie's official artwork make her look like an angry bitch and is completely different from her actual character, meanwhile Lusamine, Mallow, Acerola, etc., is perfect, Marnie's official artwork does the same, and so does Irida's.

It seems to have been fixed in Scarlet and Violet. Looking at Penny, I'll know exactly what kind of character she's supposed to be and that's conveyed in her design and expression.

The only obvious Ainu inspired design in PLA is Enamorus while the Diamond Clan, Pearl Clan and Galaxy team are alien. Therefore their designs do not have to be based on Ainu.
