Johto was then unfavorite for Game Freak for years since (and the major reason why Johto became the scapegoat of the franchise by trolls) but then game freak rememberes Johto Pokémon exist and gave them stuff in PLA but since Sinnohmons getting Sinnoh forms in PLA is dividing by zero Unovamons and some Kalosmons got the love along with Johtomons. The time for Sinnohmons to get stuff was the Sinnoh Remake but small indie company. And since Sinnoh just had a remake game freak continued giving stuff to Johto and Unova in SV since Hoenn gotten the Mega Love and after was too new.
A Sinnoh starter was due to get something in ZA but game freak decided to subvert expectations and use 2 Johto starters
