Main issue is just realizing it's there in the first place—as far as I can tell, literally no NPC trainers use Chinchou/Lanturn

It'd be one thing if it were de facto postgame because the first time you met one was in the Cerulean City Gym or something, but as far as I can tell the only way you'd ever find out it even exists is by using a guide or blind fishing luck. I'm not saying it should've been "literally handed to" players, but at least put one or the other on somebody's team so you have some way of finding out it even exists.
