>>57940116Pretty much any malicious Pokémon could be considered a threat to public safety considering how powerful most of them are. God forbid a ghost-type has it out for someone and wants to do more than give them a few jumpscares. I'm also pretty sure most psychic-types could topple major institutions and most electric-types could cut power to entire cities if they wanted to. I remember the latter happening a few times in the anime. It makes me wonder how catastrophic it would be for an abused Pokémon to be let go by its trainer.
