Probably the same logic of backloading Ice types to the end of Kanto because they're deemed as being "boss mons" rather than something you're supposed to use. It makes the most sense for Houndour to be backloaded than Slugma or Murkrow though

I recall something about Ampharos being in part based off of the fact that as sheep are not native to Japan early decriptions of them got telephone gamed into being these monstruous creatures. Have no source for any of that though beyond "I think I heard someone mention that once" so take it with a massive grain of salt.
