The point was to show that evolving is not the only way to make Pokemon stronger and that there are outliers who can absolutely wreck your shit. It's kinda amusing to see people complaining about it when Ash himself is poster boy of it. His main Pokemon was, is and always will be Pikachu.

I think it would be better if Ash went with Chikorita instead of Bulbasaur, that way Ash’s overconfidence of winning the tournament only to end up losing would’ve hold more weight.

Well, Bulbasaur only lost because Skiploom got lucky by using Solarbeam. He was crushing it throughout most of the battle. It’s the same Skiploom that easily lost to Chikorita who’s less experienced than Bulbasaur.
