If you're going all the way to the Desert Resort, you're usually only going there for a fossil, Yamask, Sigilyph or even Maractus. Dwebble just doesn't provide much more than all the other Pokémon you've encountered by that point, and Crustle in general has some of the worst fully-evolved base stats available in those areas.
