Actually, makes me want to examine the evil teams and what about the region may have have influenced their creation.
-Kanto is very big on the study of pokemon and technological advances = Team Rocket being very focused on how pokemon and technology can be used
-Johto has no evil team, maybe due to being mostly smaller communities instead of one big culture.
-Hoenn is very big on living in harmony with pokemon in nature = Aqua and Magma are extreme ideologies about how best to serve pokemon in nature (or how humanities relation to nature should be in oras)
-Sinnoh... I actually have a hard time pinpointing Sinnoh's culture. Its less distinct than the previous regions, but has a mix of Kanto's advancement, Johto's tradition, and Hoenn's nature. Though this lack of cohesive culture makes sense with each Galactic admin believing a different lie by Cyrus about what the ultimate goal is.
-Unova is all about being a cultural mixing pot. I haven't actually played them so it's hard to actually comment. Ghestis is the first villain that was not ideology based since Giovanni, he simply manipulates truth and ideals for selfish reasons. Even Cyrus thought the world would be better in his own twisted view. Could be that Unova's mixing of cultures fosters a lot of ambition due to competition, and this culminates in Ghestis having the ambition to rule.
