It was leaked that a flying Eeveelution got scrapped due to all the fan art that was going around of a potential one and that they didn't want to design one close to existing fan art. I'd imagine the same fate befell Mega Flygon. I'd imagine there was rarely, if ever much fan art of Mega Starmie or Mega Barbaracle.
