From a plot perspective, I don't think you need the entire cast of BW for an Original Dragon story. You'd just need Juniper, Cedric, N, the past protags, and that's it. Maybe Benga. The rest could be new characters and villains to flesh out Unova.

Brycen is a just a neighbor to Dragonspiral Tower, nothing deep. Bringing back Ghetsis and Team Plasma/Sages for a third time would be bad. Colress maybe, but they already used him in Alola. Etc.

It's a Legends game, so Gym Leaders, Elite Four and Diantha returning would be pointless, except for Korrina and Malva, who did simething plot-related. That's already XY 11 NPCs you don't need.
