It's clearly Weepinbell look at the eyes

It could be dismissed as just weird art of Victreebel but the details make it stand out as something more. The big leaf attached around the mouth and the extra teeth. There is a perfectly on-model Victreebel in the pic so the artist clearly drew that other one different on purpose. Good catch OP.
