That's the issue you're ignoring, they're going to keep the new gimmick on-cart until it's replaced, to "give worth" to keeping VGC on-cart. Otherwise, they'd just shove megas, Z-Moves, Dynamax in and keep Terastralisation and fuck Champions entirely (the fact they're giving up their battle engine indicates they're perfectly fine with this game), because exponentially more people will buy a core game, than play a free battle sim. If they're giving up their battle engine so freely and dead gimmicks alongside it (megas ARE returning in Gen 9, yes. they're restricted to a SP, likely non-multiplayer game, meaning to play "proper" battle engine requires Champiosn to launch), it means they plan to keep their games and VGC centralised by introducing a new gimmick restricted to cart for the 3 years of its Generation, as the pat gimmicks were the focus of the storylines of the games for their respective iterations.
