The entire staff would not resign.
A couple people would, but not everyone, and definitely not admin. And that's true of a REGULAR podunk school. People aren't leaving their lives and livelihoods over shit like this. A handful get morally overwhelmed or thrown under the bus, take all the blame, and life goes on as usual for the rest. Find a SINGLE instance of a school's entire staff cycling in a year, that isn't the result of the fucking Nagasaki nuclear bomb, or Stalin sending them to the gulag for crimes against the state (imagined). You can't, because it doesn't happen.
Then, you have to remember, this isn't some random school, this is the national pride of fucking Paldea. The entire school's staff resigning itself would be bigger news than whatever the fuck they're covering up by resigning would be, and there would be PLENTY of people who give absolutely zero fucks about the school, and just have a big, important job ro stoke their egos that they aren't leaving except in a body bag. This would be the sort of event that would have local and foreign reporters crawling in the region for YEARS to open up the story. This is the sort of event that would literally destabilize local government.
And this MUST happen to keep Penny's plot from disintegrating before the game even starts.
Everyone leaves.
Not a single person leaves any sort of paper trail.
No formal lawsuit or investigation is ever raised, which would itself claw out all kinds of shit from discovery, subpoenas, or just nosy press breaking into filing cabinets, or tracking down ex-staff and getting them to talk, even anonymously. Everyone agrees to an unbreakable pact of secrecy on the subject, perfectly trusting every other person to uphold their part, and fucking vanishes from not just the school, but the fucking planet, because again, reporters tracking down these people would become a national pasttime for DECADES.
