Giovanni is a businessman first and foremost, the thing about highly organized crime is that it is run efficiently and with a shade of legitimacy. People wouldn't really bat an eye to Giovanni if his goons weren't so fucking incompetent.
Volo is Cyrus but normal, capable of understanding what he is doing and doing it anyways. He is part of the people that know of Arceus and knows exactly what will happen if he continues then does so anyways.
Peak evil is Ghetsis, bitch is a cult leader without any reserves to using and discarding others. His only redeeming quality is his ability to not give a fuck, not many in this franchise see pokemon as just Pokemon regardless of legends attached to them, even Giovanni has standards but not Ghetsis.
