Second strongest is probably the Galarvae due to canonically catching Eternatus
If they appear in-game Red and Blue are above champions, the battle tree calls them BATTLE LEGENDS, whereas it calls Cynthia PKMN TRAINER.

NPCs Red and Blue are above other champs, Rainbow Rocket Giovani is probably above them though since he's a multiversal threat.
Below them we have Cynthia and Leon who are consistently shown as the top champions.

Battle Legend is a title, like how Champion is a title. They are called Battle Legend because they are acting in an official capacity as heads of the battle facility. Meanwhile Cynthia is there not acting in any official capacity so she is just a trainer, compared to where she's acting as the Champion.

It's like saying Gym Leader is stronger than Boss because Giovanni had the title Gym Leader when fought with his strongest team.
