Do Battle Facility bosses canonically use legendaries?

I can assume Brandon is excluded as it's implied he caught a Regi Trio. But what about others? Does Chatalaine Nita really have the Forces of Nature? Does Palmer actually have a Heatran?

For most legendary Pokemon it seems very plasible that there are multiple of them so I can see strong NPCs canonically having them.

they mostly use sub-legendaries anyways so I think whatever arbitrary rules there might be are a bit more lenient

Yes, it's not like there are only one set of legendaries. It's just that the lore around specific legendaries in a region (like the Regi trio) makes those Pokemon legendary, sublegendaries even more than box legendaries. As an example, the Kyogre and Groudon in Hoenn were the ones that fought vigorously which brought them to a legendary status, but one that is just randomly in the sea may not be the same one in Hoenn, but still legendary because of that species and what it is capable of. Still extremely rare.
