Gen 2-3: UUBL and stayed there
Gen 4: NU and great there with some solid use in tiers as high as UU
Gen 5: NU for a while but banned, rose up to RU and was decent there
Gen 6: completely destroyed NU, ended up BL, people tried it in RU and it rose but couldn’t adapt
Gen 7: completely destroyed PU, ended up BL, people tried it in NU and it rose but couldn’t adap
Gen 8: small indie company please understand
Gen 9: ZU but good there.
My understanding is its much more common for a Pokémon to already be BL before people try to use it were it sucks. The only instances I recall of a Pokémon being stuck in a teir it sucks in solely by shitters using it are Electivire, Jolteo, and Ambipom. There are probably more by its likely rare

Gen 9: VERY sporadic use but its directly competing with its fake-out immune, dead cousin with more special attack and an extra STAB because it not marketable enough for a mega I guess
