The real answer? It was undergoing development at the same time as SV, so it gets to share the flaws of the mainline games. It's running on the same engine, with the same lighting and prefabs and code.

It's not like Pokemon tries to push an unrealistic world. Despite living, sentient creatures running rampant, it always comes off as a grounded world based on real life. I think that's why the environment/city in this game looks particularly bad- it's extremely unrealistic AND boring.
