That's the thing, there wasn't one yet. Remember that Gen 2 served as an extension to the first games, rather than being its own separate thing. So instead of trying to repeat the same thing from scratch like they've done since, they asked "what are we missing?"

Blatantly false information that's unfortunately often parroted by morons like you. We know of all the 40 Kanto Pokemon that got cut and not a single one made it to the final version of gen 2 (unless you really wanna stretch it and imply Tyranitar is Gyaoon). Hell you can look back at the several beta versions of Gold and Silver we have available and see just how much they were still iterating throughout development

2 is genuinely good but lacking in intimidating or even just big monsters to round it out, the ratio is off compared to gen 1. To be fair though gen 1 had like 6 years of development where as gen 2 only had like 3.

The highs go really high in Gen 1, but the lows are also among the worst in the franchise.
This did not happen as much in other gens.
Gen 3 doesn't have such a catastrophe as pic while the highs of Gen 3 are at eye level with Gen 1.

Reminder Jynx originally had black skin and was intended as a parodyof ganguro girls and seen as a form of blackfaced, later being changed to purple skin. Just a little history lesson for the screetching toddlers itt. So yes, even Jynx is more based than anything in any later gen

Gen 3 has a really solid dex. It has none of my favorites but you could take almost any random collection of 6 pokemon from it and I'd be happy with the result. Just consistently decent across the board.
