Of the starter types, Grass is by far the weakest, being the only one with more types that resist it than it can hit super-effectively, and it has more weaknesses than it does resistances.

In folklore, plant-based things like dreamcatchers are used to ward off spirits and the like.
So it would thematically make sense for Grass to repel and be strong against some spirit-like types, being Ghost and Fairy.
Both of these types are considered some of the strongest in the entire game, so giving them a slight nerf while buffing Grass seems fair to me.
