Rose's good intentions were clouded by his desire to be the hero. He wanted to do something right for the world so people would recognize his values as a person. It was always glory for him and not really because he wanted to do the right thing. He may have had good intentions, but those good intentions were an insidious ploy even if they were good
Because he was so blinded by finally achieving the glory he thought he deserved when he was a gifted student praised by his parents and superiors, he doomed an easily avoidable situation that required an outside force to fix. This is just as bad as Zinnia
In a non-Pokemon reference, the reason people love Count Bleck was because he fixed up his mistake and was not only the one who personally nearly doomed the universe, but the one that also went out of his way to fix it with his loved one. A sympathetic villain needs redemption. Zinnia or Rose never got redemption, they failed and were punished for their failures even if maybe it wasn't harsh enough. Hard to say, not realistic for idiots to nearly end the world (would've definitely happened by now if it were)
