It's not that they're pussies, it's that the Eevees are too damn perfect as a group of nine that all compliment each other in terms of color schemes, theming and group synergy to a point where any combination of any Eevees is a very solid one.
A tenth would need to be an extremely special occasion AND have a design that not only works on its own, but compliments every configuration with its evolved siblings and Eevee, and most of all, props up Eevee itself by serving as another believable "this guy who can become THOSE guys can also become THIS guy now, too!", especially after the ninth, Sylveon, served as the poster child for a brand new type.
They're merchandising gods, so GameFreak has to be very conscious of what they're doing if they ever want to add to that lineage in order to avoid fucking it up royally.

Meanwhile Sylveon's legacy is continually tied to the fact that it's the poster child of Fairy Type, even if most of Pokemon's target audience fans have known Fairy Type as an "always been there" thing seeing as how it's been a franchise staple for over 10 years. But they still primarily push Sylveon as the face of the type, because that's how they initially marketed it, which gives it evergreen value beyond the temporary value of a hypothetical "the Eeveelution made for Pokemon's 10th generation and 30th anniversary."

IIRC, the official story behind Eevee is that it's based on the memories Atsuko Nishida had of catching a glimpse of something in the woods as a kid that she didn't recognize. It was probably a fox or stray dog.

That was Motofumi Fujiwara. He was the guy who designed Eevee, along with Flareon and Jolteon. Nishida then used Fujiwara's design philosophy to create Vaporeon and the rest of the Eeveelutions.
It's worth noting that Sugimori also had some input in their design; he revised Vaporeon into what it is today.
