Its bad because it takes a design that is intimidating and makes it goofy. Its the hard tonal shift.
If weepinbell evolved into this it would be fine, but it doesn't, victreebel does.
Goofy megas are fine if the pokemon was goofy to begin with.

Think about it this way, it lost its teeth because it no longer needs them now that its acid can insta-melt any prey. It’s fatter because of the excess acid it’s producing and is strangling itself to prevent it from accidentally spilling out and inconveniencing itself.

It's literally just a normal Victreebell that's bloated with acid and holding its throat closed to keep the acid in. The only change in its look is the leaves are the tiniest bit different.
