BW has zero postgame, so why do the mons take so long to evolve?

Only game this gimmick would work in is a Johto game.

They're build around BW's level curve, which is different from previous gens because BW was supposed to be a soft reboot and didn't have to worry about older gen mons.
But then when later generations didn't continue that trend, GF had to choose between balancing the level curve against the gen 5 mons and the gens 1-4, and they made the obvious correct choice.
I definitely think that GF should have retconned them to evolve at lower levels in later gens, but this really isn't a problem in BW. It's a problem with their general unwillingness to change.
