There is only one and Cynthia had it. For all the other duplicate legendaries they just handwave it and say people found another one. Volo is the first character to specifically steal a pokemon from someone else and get to use it for a playable unit.

and even after he stole Giratina - Garchomp only feinted after taking the hit meant for Cynthia (attack the trainer lol)

The climax of the arceus arc will be Cynthia regaining Giratinas trust and getting Arceus
and then having Arceus and Giratina make up, as she is the trainer for both of them
Volo probably runs away again (+or maybe is finally made to give up on his quest)

Rose, the hoenn boys, and Lusamine are the only villains that got fully redeemed. Giovanni and Ghetsis are pure evil.
